Create OAuth account users from the dashboard with signup disabled

Currently, if signups/account creations are disabled, there is no way to create a user from the dashboard that can sign in via OAuth.

Instead, users who sign in via OAuth into existing accounts should be able to do so even if account creation is disabled, as long as an existing account using their email for auth exists on the dashboard.
